It makes sense as they don’t really want people passing on Page Rank on the back of a link. If their is not editor to look at the domain then what is the difference between a link farm and any other site that sells links?

Matt Cutts always talks as if commercial competition is not even a factor in the equation. Dude, sure information retrieval is number one, but who’s gonna have the most relevant information about a topic if 200 different sources say the exact same thing? who gets the income?

Structurally I always felt a subdomain looked better for a link directory on your site, using the top domain as your reciprocal link base.
Now that Google have knocked that off the chart, will the other big guns follow suit?
Building page rank the old fashion way with us means busting your butt on multiple levels… Never paid for links and never will…
I think every business has to value & uphold certain rules that apply to itself to protect it’s main source. Giving PR to the highest who fit the right group is admirable, reducing their worth is less favorable given the man hours involved. For paid links, why buy them when Google virtually gives them to you if you honor their system?
It would be interesting to know how effective Google really is in producing results of sites that are not in the English language. I mean, with regards to their algorithm changing (to take into account relevance, quality of writing etc.) they would have to get language experts in if they want to be the premier search engine for countries that speak different languages (like China, Europe, etc.) It may be that they’re just as good as they are in English speaking countries.
